What: Present (final) PER to the CAP consists of the delivery of the original signed copy of the PER to the CAP. The presentation shall include a briefing of the specific facts and findings, conclusions, results, and recommendations contained in the final PER. However, this brief differs from the initial brief by concentrating on and highlighting the differences between this PER and previous editions. Depending on the desires of the CAP, the presentation may be in the form of either a formal brief with prepared material such as slides or an informal brief which guides the CAP through the PER.

Who: The Project Manager (PJM), as the team leader of the IPT (Integrated Process Team), has the responsibility to Present (final) PER to the CAP. The briefing of the PER may be supported by the Technical, Management, and Cost Evaluation Team members as requested by the PJM.

When: After all offers (proposals) have been evaluated and the initial Proposal Evaluation Report (PER) has been prepared and reviewed by the IPT, the PJM will Present (final) PER to the CAP.

Expected Results: Upon completion of Present (final) PER to the CAP, the IPT members should have a clear understanding of whether or not the CAP agrees with the conclusions and recommendations contained in the PER.

Responsibilities: The source selection organization will consist of the CAP (supported by technical, management, and cost/price evaluation teams), and a designated Source Selection Authority (SSA). The CAP performs duties and responsibilities similar to those of the Source Selection Advisory Council (SSAC) and establishes cost/price and technical evaluation teams. The CAP will recommend a source for contract award to the SSA, who will make a final determination with the concurrence of the PCO.

Membership: CAP membership, documented in the Source Selection Plan (SSP), will include representation from the programmatic, requirements, or technical area and contracts, as determined by the IPT, EDT, PST or ET leader. Legal counsel will serve in an advisory (non-voting) capacity. Other members may be a contract specialist, a Small Business Office representative, and a logistics manager. Representatives from other offices may serve as members of the CAP or attend as advisors as required by the Chair. The Procuring Contracting Officer (PCO) generally chairs the CAP. In instances involving less complex acquisitions, the CAP Chair may choose not to convene a panel, and instead assume the responsibility for obtaining input from those individuals who would otherwise participate as panel members.
