Handling of Contractor's Proposals

All evaluators must be aware of the sensitive nature of the Contractor's proposal. The proposal can be used by the Contractor's competitors to gain a significant edge in competitive acquisitions. Accordingly, only those Government personnel with an absolute need to know should be given access to the contractor's cost and pricing data. Each IPT is responsible for providing the contract specialist a listing of all personnel who participate in the acquisition for incorporation into the contract file. In no event shall the Contractor's proposal be provided to any other contractor personnel nor shall it be provided to any Government personnel who do not have a need to know the data. In the event that an evaluator has Contractor data which is no longer of use, the evaluator shall have it destroyed through burning or shredding.
