The final review of the proposal should incorporate the results of any deficiencies or clarifications which the Government has requested the contractor to address. If fact-finding was conducted, then this review will also incorporate those results. Analysis of the fact-finding results may require use of one or more of the commonly used proposal analysis and evaluation techniques identified under the "Conduct Preliminary Technical/Cost Review" section.
The organization and format should be in accordance with the Prepare PER section of the Sole Source Proposal Evaluation Process.
